Maybe it is your ISP? Any port should be allowed to download, unless there is something in the router / firewall setup that is blocking it.

in my center port 3128 only open
i can download torrent file *.torrent and no problem for this but fire wall & not allow to download + in disabling fire wall also not download . download by 3128 possible?

i can catch a bittorrent file but i can not download it with bitrorrent software. also i have a proxy server in my office (192.168.1.3) how can i solve my problem.
